Established in 1981, HCO operates from offices within Saudi Arabia and other key business locations. Our multi-disciplinary approach means that we employ a diverse range of architectural, engineering, planning and consultancy professionals, offering a complete 'one stop' solution for our clients to manage their needs throughout their project lifecycle.
Closely supported by several international technical partners, we have the expertise, experience and capacity to serve the critical and strategic requirements of our clients. Recognizing the demand for architecture and engineering services, HCO was formed by Khalid Al Hamdan in 1981, specializing in providing multi-disciplinary architectural and engineering consultancy services across Saudi Arabia and the GCC.
Through his wealth of experience and proven business capabilities Khalid Al Hamdan is also the managing director of Alsanbok Trading Company as well as a partner in Pan Gulf Holdings(PGH) PGH was established in 1979 along with Mr.Fahad Saja, and is now one of the leading companies in construction material supplies in the Kingdom of Saudi Arabia.
Khalid completed a BSc in Civil Engineering as well as an MBA in Finance & Accounting at the King Fahad University of Petroleum & Minerals. With his expertise, leadership and support combined with a strategic overview and vision for the business, Khalid has initiated the controlled expansion of HCO, further building upon the history of its success.
Simon graduated with a BSc Hons in Construction Technology and enjoyed a successful career path as a Contracts Manager before joining the G&H Group based in the UK in 2004 as Construction Manager. He progressed on to the Board of Directors in 2008 as Construction Director and quarter owner of the £60 million a year turnover business.
In June 2010 Simon was appointed General Manager of HCO. Enhancing the senior management team in its expansion and bringing a wealth of experience and expertise in total construction management and 'turn-key' project and contract management.
His extensive knowledge of quality systems and procedures is demonstrated by his accreditation as an ISO 9001:2000 internal auditor and he is also a member of the Institute of Directors and a member of the Chartered Institute Of Building (MCIOB) He has won awards for outstanding achievement in both surveying and CAD from the CIOB.
With his professional discipline of contract management, coupled with extensive project management training and experience he provides a sound and pragmatic approach to construction consultancy. He is actively involved in the evolution of HCO, having helped to position it as a client focused company driven by the changing needs of its customers, offering innovative solutions delivered by highly qualified, motivated and experienced staff, utilising the very latest technology.
Lee is a professionally qualified Chartered Surveyor (MRICS) and member of the Chartered Institute of Building (MCIOB) with over 20 years experience in the construction industry.
He began his career as a Quantity Surveyor working for both local and national contractors, whilst continuing his education through day release completing a BSc (Hons) Degree in Construction. He has gained a wide range of experience through his involvement in various sectors including retail, commercial offices, nursing homes, residential schemes, hotels and warehouses.
With a depth of expertise in contract administration, estimation, cost planning and procurement, Lee provides invaluable leadership in the delivery of HCO projects, and is active in successfully developing long term collaborative relationships with a range of clients. Promoted to Commercial Manager in 2014, Lee ensures that commercial systems are in place, which provide for the successful realization of each project and ensure prompt and reliable cost advice is available for our clients and their advisors at all times.
He is dedicated to providing a high level of client support, and draws upon his breadth of experience and deep skill set to add value to each step of the process from conceptual work to project delivery. Working closely with other members of the management team, Lee has a diverse knowledge of construction processes and delivery, where his deep understanding and skill base enables him to drive successful results for clients each and every time. He was a key member of the company’s working party in the development and ultimate award of ISO 9001:2008, and continues his professional development through professional bodies such as the Royal Institution of Chartered Surveyors and Chartered Institute of Building.
Simon completed his Bachelors in Civil Engineering from Visvesvaraya Technological University in India and received International Scholarship to pursue his Masters in Civil Engineering from Kingston University London. Following on from University, Simon worked for ROK in the United Kingdom and was part of the site management team working on a mixed site development in Kingston.
Simon joined HCO in February 2013 as a Civil Engineer and progressed on to become a Project Manager for the construction of the prestigious Halliburton Research and Development Center in Dhahran Techno Valley where he was managing a full site team consisting of all discipline engineers, inspectors, safety officer and document controller. Then onwards Simon has managed various projects such as Halliburton Saihat Expansion Phase 3 which consisted of the simultaneous construction of Boots & Coots building and Slickline building, Halliburton Saihat Expansion Phase 4, Greif Steel Drums Factory in Jubail, various Tommy Hilfiger store fit outs in KSA, Qatar and Kuwait.
Due to his motivated approach and strong commitment in managing the projects, Simon was promoted as Senior Project Manager in December 2015 and has managed the following projects while based in head office with the support of site team – Spimaco high bay warehouse in Qassim, GE expansion in Dammam, Sinopec Research and Development Centre in Dhahran Techno Valley, various fit out projects for Deutsche Bank, Cisco, Citi Bank, Uber, Nandos, Zafran all over KSA. Simon also managed the design and tendering phase of the largest pharmaceutical distribution centre in Middle East for Nahdi Medical Company in Jeddah consisting of around 70,000 sqm buildings on a lot area of 250,000 sqm with the state of the art automated technology.
Simon was promoted as the Projects Manager in June 2019 and is currently the Department Head for Project Management and Construction Supervision. Simon is responsible for the recruitment, staff deployment and vacation cover for all Supervision Projects. Simon is committed to ensure quality works are delivered to the Clients and sets up all necessary systems for the efficient management of his department.
Simon is part of the senior management and is one of the internal auditors for the ISO 9001:2015 system and continues his professional development through various bodies such as Chartered Institute of Building and Project Management Institute.
Barry Capocci is a Senior Projects Manager with more than 35 years’ experience in the Management (Construction) of high value, multi-disciplinary, Civil Engineering and Building Projects for both private and public sector clients. His earlier career was spent working for Contractors and working with Consultants on design and implementation of Projects to their completion in the UK and abroad. Including Large Retail Units, Hangars, Shopping Centres, Major Road Works and Light Railways.
Barry’s experience during the last fifteen years has been Management of Design and Construction, and the interfaces. Together with project deliverability, budgetary, quality and safety related aspects on a broad spectrum of Infrastructure and building projects.
Barry joined Al Hamdan Consulting Office for the Juman Village Project in October 2013 and continues to lead and oversee and manage the company’s major projects as the senior projects manager.
Jim is a construction professional with 35 years of experience managing design and construction across all disciplines in the residential, commercial and health sectors.
Jim started out as a site supervisor and achieved early career progression to contract management and then project management roles.
In April 2013 he was appointed as the Senior Project Manager for HCO due to his motivated approach and strong commitment to personal development for both himself and junior staff. He has extensive experience of construction projects in both the Kingdom of Saudi Arabia and overseas, including the United Kingdom, Russia and Bahrain.
Donovan Donovan Stewart is a Senior Architect with 25 years of professional architectural experience on mixed-use residential low rise buildings, hospitality, healthcare, community, retail and corporate buildings. Donovan understands the various construction systems and full implementation of building codes and regulations.
Donovan was involved in the design of various mixed use developments and multi international projects for blue chip clients, as well as residential design, office complexes and buildings design and commercial buildings among others.
In September 2006, he joined Al Hamdan Consulting Office as a senior architect with responsibilities for the design, production of working drawings & details & assisting with the preparation of project documentation for various building types & projects, both large & small in size.
Kamal Abou El Zolof is a senior architect with more than 20 years’ experience in building design, design management, project management, and construction involving projects ranging from residential and commercial buildings, industrial and institutional developments and other types of projects. He has also amassed exposure to interior design and landscapes.
A qualified architect since 1986, Kamal is always interested in achieving high quality in all aspects of the project from the very early concept design stage through to the final completion. In November 2012, Kamal joined Al Hamdan Consulting Office in KSA as a lead architect.
Raquel Malisce is a senior civil/structural engineer with over 35 years’ experience in the construction of mainly residential and commercial buildings projects for both the private and the public sector clients. He graduated with a B.Sc in Civil Engineering from the University of Manila, Philippines.
Raquel began his career as a civil engineer in 1977 and has been working at Al Hamdan Consulting Office since August 1993, where he has been ever since as a senior civil design engineer working on a combination of both commercial and residential buildings projects which include: SCECO bulk supply point, Saudi Pan Gulf – Showroom & Offices in Riyadh. Executive Villa (E6VP) - SADAF. SADAF Phase III Housing Project (4 Houses Types), various Site Development Works, Hadeed Phase V Housing Project, Al Ansari Housing Project. SCECO, Mohamed Bajrai Housing Project in Jubail and Khonaini Int’l Co. Ltd. Housing Projects in Jubail as well. He is currently head of the civil/structural department.
Amiya Mukherjee is a senior electrical engineer who is the head of the electrical department, with a career spanning over 40 years including 8 of which have been spent in Saudi Arabia. He has more than 10 years’ experience of leading a team of engineers, supervisors and workmen in Quality Assurance functions, with a further 5 years in Design & 12 years in Project Management.
Amiya graduated in Electrical engineering from one of India’s leading universities. He has spent some major working time with prestigious companies such as Siemens in India where he became the Technical Manager, coordinating various electrical design assignments.
Amiya is also experienced in the design of electrical systems for projects of various different industries which include: large building complexes and infrastructure developments etc. the designing of power, lighting and grounding lay out for buildings, sub stations, factories and warehouses as well as the design of medium voltage and low voltage power distribution systems.
Syed Mustafa Ali is a Senior Mechanical Engineer with more than 20 years’ experience specialising in HVAC, Plumbing and Firefighting design. Syed began his career with Advanced Computer Services in India, in 1995. In 1997 Syed joined Select Engineering as a junior HVAC engineer largely working on small scale projects.
In 1998, Syed joined Al Waha Consulting Engineers as a Mechanical engineer and in 2004 he progressed to HVAC design and commissioning engineer where he did the HVAC design in Saad Specialist Hospital and Health Science Centre and the Supervision of HVAC and BMS commissioning of Saad Specialist Hospital respectively. In 2011, Syed joined Al Hamdan Consulting Office as Head of the Mechanical Department continuing to work on large scale commercial projects designing the HVAC, plumbing and firefighting systems for a vast array of large scale projects.
Syed received his Diploma in Mechanical Engineering in 1995 from Q.Q.Govt Polytechnic, India. He graduated in Mechanical Engineering in 2003. While continuing his professional career, he received his Master’s degree in Building Services Engineering in 2013 (MSc in Building Services Engineering) from Brunel University, West London with Distinction. Brunel University London is ranked top in London, 6th in the UK and 35th in the world in the Times Higher Education 2012 world ranking of the top 100 universities founded in the last 50 years. The course is accredited by IMechE, CIBSE & IE. Syed is an ASHRAE member and also a certified AP in Medical Gases Pipeline System from Eastwood Park, UK. On behalf of Al Hamdan, Syed has also participated in HVACtech Qatar 2015 as a notable guest speaker.
Ghulam Rasul is a Design Manager with 19 years’ experience. Expertise widely in Project Management, Engineering Management and Commissioning.
Have exposure of almost all key phases of projects including Conceptual Studies, FEEDs, Safety Studies, Detailed Engineering, EPCMs, Procurement, Construction / Commissioning, FAT/SAT Inspection / Testing, PSSR, Performance Guarantee Test Run (PGTR) in Oil & Gas, Fertilizer and Petrochemical industry sector in mega projects incl. major revamp project. Expertise also includes working in gated project management system of SABIC using SAP as ERP tool.
Hafiz Muhammad Usman is Technical Manager with 20 years’ experience. Expertise widely in Business Planning, Engineering Management, Business Management, Design, Project Management, Projects Planning, and Commissioning.
Having vast exposure and experience of different phases of projects including Conceptual Studies, FEEDs, Detailed Engineering, EPCMs, Procurement, Construction / Commissioning, Risk Assessment, Environmental Studies, Dispute Resolution, Techno-commercial solutions in Oil & Gas, Fertilizer, Petrochemical industry, Urban/Rural Planning, IT/Telecom industry and PMC Services.
